Indian team management has applied with ICC to replace injured Sehwag with Dinesh Karthik but to do so hey will have to convince ICC that Sehwag sustained that injury in England and was not carrying this injury when he arrived in England.

Since arriving into England Sehwag has only taken part in one practice session and has not taken part in any match so far, according to the ICC rules a player can only be replaced if he gets injured during the tour.
